Microsoft has retired the traditional Volume Licensing (VLSC / Open License) program and moved most customers to the Cloud Solution Provider (CSP) model. This means you no longer manually “add” licenses inside VLSC. Instead, you need to contact a Microsoft CSP partner or reseller and request additional licenses for your existing subscription. Once your partner provisions the licenses through CSP, they will automatically appear in your Microsoft 365 Admin Center under Billing → Your products. From there, you can manage the entitlements and assign them to users through Users → Active users → Licenses and apps. The old VLSC portal is now mainly used for downloading software and viewing past license entitlements, while all new license purchases and management happen via CSP and the Microsoft 365 Admin Center.

You can no longer buy new licenses through the old Microsoft Volume Licensing (VLSC) program. Today, licenses are provided through the Cloud Solution Provider (CSP) model or an Enterprise Agreement for larger organizations. To get Microsoft volume licensing, simply contact a Microsoft CSP partner or reseller, who will provision the licenses for your tenant and make them available in the Microsoft 365 Admin Center for assignment.

This model makes it easier to manage compliance, scale up or down as needed, and often provides cost savings compared to retail purchases.
